This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Leadership/Manager Positions. Physician leadership and manager positions may be facility chiefs of staff, directors (i.e., medical center and Veterans Integrated Service Network (VISN)); selected positions in VHA Central Office; and service chiefs or service line managers. Positions are approved for these levels based on the scope and complexity of the assignment and the level of responsibility. Service Chief or Line Manager. A service chief or line manager physician must demonstrate the following: (a) Outstanding professional ability in the practice of medicine or a medical specialty; and (b) Ability to guide the development and implementation of programs within their respective domain. These programs would include, but are not limited to medical practice, professional standards, personnel issues, and quality and performance improvement Additional Requirement: Must be Board Certified. Preferred Experience: Experience in education/research, strong communication, problem solving, strategic planning and management skills. Johnson VA Medical Center Primary Purpose is to provide leadership in the areas of resident education, education in the allied health professions, staff education, VA funded research program, other research programs that involve the facility, research and development and academic affiliation Duties: Provides direction and oversight for all resident education activities for the medical center. Provides direction and oversight for all research activities that are conducted at or associated with the medical center. Establishes effective working relationships within the medical center, and with the medical center's affiliates. Establishes effective working relationships with Network staff and VA Central Office staff with emphasis on those portions that deal with academic affairs, education and research. Integrates resident education and research into the functions of the organization. Implements local, network, and central policies that address issues that involve education, research, and academic affiliations. Collaborates and coordinates with clinical leaders concerning all aspects of the residency programs. Provides continuing supervision and surveillance of the performance and effectiveness of all resident programs and teaching. Ensures that resident activities are effectively coordinated both within the medical center and between the medical center and its affiliates. Coordinates a tracking system for resident schedules. Ensures adequate supervision of trainees has been incorporated into the training programs and that there is adequate documentation of this supervision. Coordinates orientation of new residents throughout the year including publication of a house staff manual and annual revisions. Jointly coordinates the direction and supervision of resident education and training programs between the medical canter and affiliated institutions to ensure compliance with programs and institution requirements set by national accreditation bodies. Coordinates the establishment of and renewal/revision of affiliation agreements. Chairs the VA Residency Review Board to evaluate performance and educational accomplishments of residents. Coordinates standard reports of academic affairs and education and training activities such as: Medical and Dental Training Programs. Allocation of Residency Positions and Funds. Resident Supervision. Serves on medical center committees and committees of affiliates as appropriate, to integrate planning, operations and education with the medical center and affiliates. Ensures that the Department of Veteran Affairs Research Program is administrated efficiently and in compliance with Research and Development policy. Coordinate Research and Development activity reports. Advocates for appropriate facilities and equipment for the conduct of research. Assist local investigators and prospective investigators in their effort to carry out VA's research mission. Effectively manage risk in the research program. Approves funding transactions for resident education and research control points. Assigns work to supervised staff based on priorities. Hears and resolves informal complaints and grievances, develops performance improvement plans when indicated, and recommends personnel actions as appropriate for employees supervised.
